MahaRERA projects may get property cards soon

The scheme to issue property cards to flat owners may soon start with MahaRERA-registered projects, a senior revenue official said on March 9.

The scheme to issue the independent property cards to flats (vertical properties) was cleared by the state cabinet in 2019. All flat owners were supposed to get these property cards with details of carpet areas, amenity space, bank loan information and 7/12 extract of the land.

The draft, however, drew a lot of suggestions and objections, after which a committee was appointed to submit the recommendations to the state before the commencement of the scheme. The aim was to map the vertical growth in cities and rural belts and maintain an independent record of rights and register for individual apartments and units.

“The committee for vertical property cards has submitted its recommendations to the government and suggested the scheme’s implementation in phases. Discussions are on with Maharashtra Real Estate Regulatory Authority (MahaRERA) officials. The government will take the final call,” the official said.

The state issues property cards for urban areas and 7/11 extracts for rural areas that define the ownership rights of an individual or multiple people. However, there is no document available that proves the ownership of a person who owns a flat in a building constructed on a particular plot.

“The revenue department, keeping thin in mind, decided to bring the Maharashtra Land Revenue Code, Record of Rights and Registers for Apartments and Buildings Rules under the Maharashtra Land Revenue Code, 1966. This allows the state to provide a property card for flat ownership. Maharashtra has around 56 lakh property cards for plots and 2.5 crore 7/12 extracts. “But there is no record of the vertical properties, such as flats or commercial complexes coming up on these plots,” an official said.
